Anyone who collects, sells, distributes, or uses e-mails using technical devices without permission will be fined up to 10 million won in accordance with Article 50-2 of the Act on 「Promotion of information and communication network use and information protection」

① No one shall collect e-mail addresses using a program or other technical device that automatically collects e-mail addresses from an Internet homepage where the intention to refuse collection of e-mail addresses is stated.

② Anyone shall not sell or distribute e-mail addresses collected in violation of the provisions of Paragraph 1.

③ Anyone who knows that it is an e-mail address whose collection, sale, and flow are prohibited in accordance with the provisions of paragraphs 1 and 2 shall not use it for information transmission.
